My skirmishers don't shoot. They just constantly shift position. What am I doing wrong?

Once in targeting range, 150 yds, they should shoot. We have tested the split off skirmishers for months and there are no reports of what you are reporting. Still, anomalies happen. Please get a saved game, zip it and attach it to this thread and we'll check it out and report back.
