Unable to start Pre-warp game

Hello,

I've been trying to start a new pre-warp game after completely losing the one I was playing, but even with the slider in the correct position (custom game setup) it always starts me off with the warp techs, a starport and ships.

Even uninstalling and reinstalling the game has not fixed this issue.

Any fix known?

No mod, I assume?

Check the expansion on the first screen, and on your empire screen.
