Strange Japanese production again

Similar to a previous report I posted, but posting it anyway to be certain:
In the savegame, look at the Japanese production planning -> routes and check the following Resources:

1. Korea 71,154
2. Haichow

Both resources are being transported to Japanese factories 'for free' (no CONV needed), according to the 'destination' column of the planning. Kyoto and Osaka Respectively.
Looking at the route of both resources, it can be seen that they are instead being transported to Seoul and Shanghai illegally.
Illegally, because both Seoul and Shanghai already serve as destination for other resources.

I worked around this by sailing enough CONVs into the China Sea and then default both resources to their destinations (Kyoto and Osaka).
