Axis Allies Surrender

I know that there is a possibility of the Axis Allies surrendering once soviet forces have captured a town inside the allies home country, or otherwise fulfilled any other conditions, what I am unsure of is it 'rolled for' every turn that the Russians meet the conditions or is it just once for each allied country?

After Rumania's surrender soviet units HQ changes become much slower. any one else notices that?
