Does this product come with a full line of editing capability, i.e. editing scenarios, graphics and the database?

Yes! OOB editor, map editor, scenario editor, and more!

We're even opening up, by the dozens, fundamental game and A/I parameters and behaviors to player modding! [8D]

(With a full-featured, scripted events editor capability planned for future games and updates. [X(] )

There may be no game anywhere more moddable than this!

Will it be possible to edit saved game files? (ahem, for potential use in meta-campaigns, not cheating...)

For this game, for this release, we have decided not to implement save file encryption. So yes, save files will be freely editable.
