wierd stuff happening with new patch

Rail road repair unit will not function, all my armor units are constantly out of supplies,0%, while other units have 175%- 950%.
Can not do a combined attack with two or more stacks. Even though I eliminate Russian unit the number of Russian troops killed is zero. This game is using the latest patch and has made the game unplayable. Any suggestion?
