Russian production is only 7 in Barbarossa ?!

Playing the Barbarossa campaign I am wondering why the Russian only gets 7 Build Points. All his resources are idle, and I do not see how to change this.
Please advise whether this is correct / or how to change the production plan

What version? there was a problem like this at first. Or upload a ave during the prelim of final production phase so someone can take a look "over your shoulder".

Please find attached the Save file - it is the 10th impulse of a Barbarossa scenario started from the scratch.

Sorry, it does appear to be a bug here. Per the original gameboard scenario both powers get off-map resources and factories. Although I have tested NetPlay Barb in version 1.3.3 and higher and this is working right, for some reason, only Germany is getting theirs when the turn ends, when I use your save (which is in Solitaire mode).

Russia is supposed to get this: "USSR ~ 4 factories, 6 oil & 11 other resources off the eastern map edge. Furthermore, from Jul/Aug, the USSR receives 5 resources via Archangel while not frozen) and/or Murmansk (Soviet player’s choice), if that port is Soviet controlled."

I will report this to Steve as a bug on the development forum and hopefully it will get fixed soon.
