WL18

I take it I must win WL18 to be able to play WL19 a lose or a draw is not good enough? As of yet I have not been able to play WL19 as it says not completed WL18. And as of yet not been able to win it.

Yes it required a major victory from the scenario WL18 (500 or more points).
