Unable to attack Rangoon from 99-124

Like the title says:
Japan set up a stack in hex 99-124 (directly east of Rangoon), only to find out they could not attack the lone CW militia in Rangoon...

Zooming in all the way reveals a connection, but it's only a small corridor.
So am I missing something or is this a case of bugger?
