Does anybody know what this event does, especially in MP?

I would assume this means only triggering France and the UK sending troops to Italy in case the Entente is played by AI. Or do actually troops spawn somewhere?

What the event does is: It triggers a -5 NM against Italy (it's in the lua files), essentially a sign that Italy has gone into a panic mode. Historically, Italy early-on was getting it's ass kicked till the French and English shored them up with reinforcements.

I noticed that the diplomatic countdown for Bulgaria's entry into the war has turned to red numbers and remains at 15+ for the second turn in succession. I am afraid this may be connected. Although historically somewhat unreasonable because Bulgaria was attracted to enlarge its territory to the west to form Great-Bulgaria and surely wouldn't have cared whoever else gets busy slaughtering Italy.

Very annoying, since I am holding back the poison gas inventions so far.
