Rimini AF behind frontline?

I'm playing a campaign '44 test game Ai vs. Ai.
Now I noticed that Rimini AF is in allied hand, but behind the frontline.
This isn't WAD, I guess?

I guess that s a bug. At least it s not historically accurate.
