Use Oil Phase - Fatal Bug?

Once China does its USE OIL phase, it goes to CW.
And the form does not appear.

I do not know any way to make the Use Oil form appear, and the game is stuck.

I had the same problem, plus a few more. Seems as if this version is a buggy as the last.

I ran across the CW use oil problem and eventually reloaded the new release again and restarted rom scratch again. The problem disappeared and the game worked correctly through the Use oil phase. Looks like I had an error in the program that was no there after I reloaded it.
