How does one export Templates for units?

Ok I went into a saved game and clicked on templates and selected one and clicked on export, it opened a window to saved games but did not list any of my saved games there was nothing there.

You don't export a single TO&E template for a single unit (unless your template only has one unit in it). You export the entire thing to a file with the atgtoe extension. Press the export button and give it a name and press Save. The export function will automatically assign the extension.
