Leaving Odessa

In a current PBEM game I was investing Odessa. There was I think, one enemy division left. The next turn it had disappeared. How is this possible please?

If dug in and full str, hold out as it will cost time and or some damage to get them out.
If low str, disband.

Often you have the main Units + a couple weak that retreated in, then disband a weak one
