Is this supposed to be the Steel Panthers replacement/upgrade I keep hearing about? Or is it planned to be more like ASL?

No. Steel Panthers, still my favorite tactical game, is being deveolped by 2by3 Games and is called Steel Tigers.

No this seems very much like ASL. Similar geomorphic boards, same turn phases, similar game mechanization and combat results.
