First turn card

Why is it that you cannot play artillery or focus cards prior to the first turn? You would think this would have been part of the pre-invasion planning.

As it stands you can't get any benefit from the focus cards until turn 3 and the artillery doesn't kick in until turn 2.

There are several topics open on the subject if you search the forum for a bit. The essence is this: Focus cards and artillery can not be played as they are considered to be used already (first turns penalty on soviet units)

Seems weird that the effects would be 'used' on the first turn but then can't show up until the third turn for the focus cards. Maybe the playing the officer cards should go into effect right away.
