GD ATG can't build railroads

In GD ATG, engineers can't build railroads
Why can't they build railroads?
Are they really expensive?

It´s not realistic to build a huge railroad in a few months. Remember each hex is about 150km.

Oh, I looked in the editor and saw that roads cost 100 EP, so I better put more engineers in the engineer stacks I guess.

You can build roads but not railroads
