RR Conversion in SP

RR Conversion in SP

Playing as Germans, easy mode, no decisions. I'm on turn 20 and I don't see a single rail line or even a single hex converted. Several blown bridges have been repaired. So I can't move my siege artillery anywhere interesting, since all conquered RR hexes are still red. I know there are several decisions to encompass this, but since they are turned off I don't know if the RR conversion is supposed to be handled transparently? Because nothing (at all) has happened yet... And without siege artillery, taking Riga (which ALWAYS has a major garrison in my games) and Odessa are ridiculously hard.
