Cowering Under Fire

I see "cowering under fire" pop up from time to time, if I understand correctly, this is a penalty against friendly squads firing without a leader? Thanks.

Page 98 of the manual:
Cowering: Penalty that may occur to a personnel unit that fires without a leader. When Cowering is in effect, the impact of fire on target hex is reduced. In addition, any unit that cowers will be marked with Fire/Final Fire marker (Exception: British Elite and First Line unit firing without a Leader are immune to Cowering)

In ASLSK Rules: "Whenever a non-leader directed MMC attack rolls original doubles as the IFT resolution DR, it cowers..."
