Limited AI activity

I posted about this in general but left out part of the problem and it belonged here anyway.

The AI seems to have quit its day job. Empires rarely expand, build ship, use ships etc outside of building mining stations in their home system. The ones that do still seem very unmotivated making little progress over long periods of time.

The non empire independent races are also affected as they no longer use their ships.

Ive tried both with and without mods and I've reinstalled. I have the latest patch which i got from the built in updater. I have never had this issue before and im using the same hardware and OS as the last time the AI behaved "normally".

Cant seem to figure out what is wrong.

do you have tried to install DW on another computer and see if it still happen ?

if steam,

Verify Integrity of Game Cache

if site version, un install, making sure folder is clean / gone and fully removed, reinstall and re patch making sure all pre requisites are installed again, and re test to see if it's something been added or removed, good luck and re post if it's still the same

can this AI inactivity problem be considered a bug or only a technical problem ?

and anyway, to what is due ?

Sorry for waiting so long to reply, I've been focusing on other things.

As I said in my first post I already attempted a full reinstall. This is the "site" version. I've recently done a factory reset on my computer so I'll be reinstalling DW and getting a game started. If the AI issue occurs again I will post a save.

The problem has occurred on every game I've started since switching to Osito's research unleashed theme from Star Fall. This is where all of the problems I mentioned began. However even with no customs themes even "installed" let alone activated I'm still getting the same problems. And that is with a clean uninstall/reinstall. At first I thought it was the patch, but I'd forgotten I had briefly played a functional game of star fall after updating.

Galaxy settings don't appear to be related to the problems, as changing them had no affect on the AI behavior at all. The only things I haven't tried yet are changing galaxy type (which shouldn't do anything) and decreasing the number of AI down from 39 (which also shouldn't be a factor since I've always played with 39).

Here's my specs...
3 years old, all Drivers up to date and temps are fantastic.
MSI Z77 MPOWER
Intel i5-3570 Quad. 3.4ghz (NOT OCed)
Nvidia GeForce 660 Ti (Only one sadly)
16gb Ram
90gb SSD (OS Drive + a few programs that need to be in the same drive as the OS)
300gb 10k RPM Drive (This is where Distant Worlds is located)
1 TB Storage drive converted from a Seagate external drive (saved a lot of money by doing this)
Windows 10 OS

Currently the only hardware issues I'm having other than only having 1 graphics card and no sound card (just integrated) is my MBs Wifi adapter is malfunctioning and a couple of my USB slots are damaged and need to be replaced.

Any potential driver/other software problems that could be the culprit should be solved by my factory reset.
