Balanced support in scenarios

Tac Ops was tremendous at this. In spite of technical differences, each side had similar levels of support. Both the US and OpFor got a similar amount of arty, mines, and air. I'm not seeing it in a lot of the scenarios I play. NATO usually has all the goodies.
