V Weapon Points sans launch sites

I played a game against the AI, invading between Rouen and Calais, and never got around to taking Cherbourg. I just cut it off.

Toward the end of the game, with all German V-weapon launch sites captured other than Cherbourg, the Germans kept getting points. There wasn't
an Allied city, much less a British city, within range of any German-controlled hex, and still the Germans kept racking up V-points.

Even their V-2 was only a short range ballistic missile. It shouldn't be necessary to constantly bomb the factories once the possibility of
launching the output at any Allied target [Paris, London, Antwerp, Hague, Rotterdam, Amsterdam, say] has expired.
