Building Swiss Units Jan 1805 Campaign

As the French where do I build Swiss Infantry Brigades at?
January 1805 Senario
Turn July 1-7 1806
No areas on the map turn green.
All Swiss Cities state "You cannot build the selected unit in this region:you don't own the structure(s) of the region, and the unit is not a partisan / guerilla unit.

you'll need to establish control over the Swiss provinces. It maybe that your loyalty and/or military control is too low at the moment.

Well they do belong to Switzerland
Loyalty 100% Switzerland
Military Control 100% Switzerland


French Ally - Diplomatic Relations 100%

Therefore I am assuming that I need to break my alliance with Switzerland / or fight another nation over their territory?
Or declare war on them an occupy the nation?

yes you need to create the Helvetian Republic - its a while since I've played so I forget if this is by event or by conquest. It maybe a consequence of defeating Austria and getting the Peace of Pressburg.
