Broken leader becoming wounded

I had a broken leader.
During the administrative phase, it failed to rally and it became wounded as a result.
Is this something undocumented in the rules ? Is this a bug ?

Thanks for your quick answers, Peter.
The manual explains well that a leader can be wounded.
But I believed that the leaders were wounded during a fire phase, not during the administrative phase.

I appreciate your game a lot, it has something special and I'm really happy to discover all these undocumented features in the game.

You must be busy, but could you reveal in the next update of the manual all these rules that are not yet described (the portage rules, the machine-gun that is destroyed and disappears, the AT-gun that can use HE against lightly armored vehicles, ....) ?
