[FIXED B940] Cycle Ferry Mission Bug

There appears to be a bug (or user error) that is causing a Cycle Ferry mission that goes from a shore base to a carrier to cause the flight to fly to it's destination but on the return leg just take off and land at the origin point. Shore base to shore base cycles fine. In the attached save, there are 2 C-5s leaving Dover enroute to Lajes, who will trigger 2 CODs at Lajes to fly to the Carrier. They are supposed to return to Lajes but instead seem to just takeoff-land-ready-takeoff-land-ready-etc, in an endless loop.

Known issue. Use single planes rather than flights and it should be fine
