How are those 2 units resupplied and reinforced (France is 80% under German control)?

They can resupply because there is a resource hex (Paris).
It's nice because it can create situations like the siege of Stalingrad and Budapest, although I personally think Cities should provide less supply as time goes by, like 3 turns with full supply then fall by 1 each turn or something, that would make it a bit more realistic.

You can reduce its supply by using bombers if I'm not mistaken.

The strength value, and in turn the supply giving value of a city/resource will drop by 1 for each turn that it has 4 or more adjacent enemy units to it.

This rule doesn't apply to Capitals or Fortresses, which is why Paris isn't being reduced.

But with the stranglehold you have on it now, building up your forces around it to launch 5 or more land attacks in one turn, preceded by Medium and Tactical Bomber attacks, should see Paris fall very quickly.
