D-Day after Sealion

I occupy the UK and in August 1943 the US showed up with their fleet and several AVLs. They are sitting off of the coast of Cornwall/Devon and doing nothing for three months now. I see the "Amphib Unload" message several times during the Allied AI turn but no units ever land. I have only one land unit in Plymouth. The rest of the hexes there are empty.
