Free setup, bug or WAD?

Free setup, bug or WAD?

It seems that if I use free setup, and move a unit along the USSR/Chech border, I can flip alot of hexes before the actual game starts, and I can even flip so many hexes that I can place an entire panzer army well inside the USSR. This has to be a bug?

Nope, that's a bug. Well spotted.

We'll take care of it in the meantime you'll have to resist orders from the Führer to take Russia by sneaky means.
