Weird "3" russian cities

I'm playing at expert lvl on the allies' side.
1939 Campaign.
After Barbarossa has begun all the cities in Russia has become 3 of value, except Mpscow, Leningrad and Smolensk.
The consequence is that I'm not able to place reinforcements anywhere.
New units can be placed only around Moscow Leningrad and Smolensk.
Furthermore I cannot use operational movement so I have to move normally all the units.
Pratically speaking the german advancing unit are occupying all the southern russia without meeting a single russian unit.

Is it Normal for the expert level or it is a bug?

Hi

This certainly isn't right.

I've run a quick test in Hotseat by starting up the 1939 campaign, declaring war on the USSR, and then ending the turn to have a look at the USSR. Everything is showing at the correct supply rate (some are less due to Resource scripts, but none are at 3).

I suggest doing similar your side, and if it is still wrong then perhaps an uninstall and reinstall might be best.
