Allied Aircraft Purchasing?

I notice sometimes when reading various threads that some players mention "Juan's aircraft purchase system". What is this system and how does it work? Whenever I try to convince friends to play this game their main complaint is that the allies don't have any player controlled production. Did Juan add a feature to change this?
