OK, so this is really a quibble, but this message appears at times when I think it shouldn't.

I'm not sure what the exact trigger conditions are but I suspect it goes something like this:
1) CV/CVE-based unit(s) capable of Escort mission
2) Unit(s) set to Escort mission
3) Unit(s) range setting is within range of the hex being raided by the enemy (this would actually probably be the first check, but I put it third here)

However, what's missing is whether any of the unit(s)'s planes are actually flying CAP. I propose that this message should not appear unless the unit is set to fly CAP in the first place, because as it exists right now, this happens:

1) Raid comes over a hex that's within the range setting of the carrier-based unit on Escort
2) However, no planes are flying CAP due to CAP 0% setting, so the game spits out this message that they're unable to provide cover (the so-called "leaky CAP")
3) TF with carriers in it is suddenly known to be around despite not being detected by enemy naval search

That's the problem [;)]. The message gives away the presence of TFs even when none of the TF's elements have been spotted, not even its planes.
