What does Skip Funds Check do?

This just has the AI skip the sufficient funds check when examining these scripts... helps the AI at times if you want to run something very specific at a particular time. I've tried to use it sparingly but in the end the AI does need some help when it comes to the timing of let's say a particular research item or purchase item and this mechanism has now done the trick for us.
