Amphib HQ??

Gary Grigsby’s War in the West 1943-45 is the most ambitious and detailed computer wargame on the Western Front of World War II ever made. Amphib HQ??

Good morning.
I just started playing Husky, reading, playing some more Huskey. I'm not there yet but I was trying to find out where the Amphib HQ's come from. In Huskey, they are set up from the start for me. I did a quick search here and in the manual. If my answer is there, I'm missing it.

Do you mean in scenarios where there are none?

In those scenarios without Amph HQs you don't need them (as the designer doesn't want to allow their use). Some scenarios get extras - you can see when they arrive using Hotkey-i.
