Passanger Ships not migrating to colonies

I have recently Managed to get DW working on my new PC, but every game or match I play has a bug with passenger ships, when entering mid-late game they will never migrate my citizens to my colonies(it also affects the AI empires too). They work early in the game as well as for the AI empires, but will eventually cease.

The passenger ships transport tourists only after the issue, If I disable the Empire policy "engage in tourism" the passenger ships will idle and do nothing else.

As DW is a type of game I have been searching for, and eventually found, this bug is really putting the cog in my gears of enjoyment. I have multiple save games ready to upload to you, but I don't think I have any auto-saves before the bug occurs, only afterwards. But I can attempt another match to reproduce the bug, I guarantee you 90% I will reproduce the bug (It'll just take time).

It's not a bug. Personnel transit (migration) only fills a planet to a certain number. I forget, but I think it's 500M.

I don't think it really has a cap, I've seen Passenger ships migrating to colonies with 2000M at them. Plus the newer colonies I have never received migrants, even after waiting 2 hours( I am definitely sure they receive high development and a spaceport). They only populate by themselves with the Population growth.

I've taken a small test and colonized multiple planets on a previous game, after an hour and a bit, still no migrants(the planets are getting resources from freighters and have a high development level, and Zero tax). This never happened before on my old PC when I was playing DW, my colonies were always getting migrants.
