Recon bug?

I am not getting the option to add replacements to my German recon units in Blitzkrieg.

Perhaps a stupid question, I am sorry if it is, but are they in supply?

Yes it happened in Norway then in Dunkirk although I was finally able to add replacements to one of them

Note that recon units do not capture terrain, but still need to be in friendly terrain in order to repair.

Hence my supply question. They may have a clear line back to friendly terrain, but this does not mean they are 'in supply'. The difference is subtle, but important.
