Railing across a strait

I have a situation with a German MECH in Rabat. I'd like to rail it back to the East Front, but the game will not allow me to cross the straits of Gibraltar. We are playing with limited over seas supply. I do have an Italian convoy in the W. Med that should allow supply across the straits. Any thoughts?

Have any other axis units railed across the straits this turn? You only get one.

That is probably it. I believe the Italian MECH may have crossed to Tangiers.
