Can't fortify El Alamein

Can't fortify El Alamein

I have an Engineer unit there, but the option to "fortify" is always greyed out. It worked fine in the hex south of El Alamein, but nt just in town.

What am I doing wrong here?

You can't fortify towns and citys. Just fortify the hexes around them.

Bummer, ain't it? Too late to fortify the hexes around El Alamein, the Panzer's are already there. But what gives, Egypt will hold out!

I consulted the manual and found nothing about this issue. Thanks for telling!
