research threshold?

research threshold?

In the manual (research breakthroughs)

5.20 dot point 3 says 45% threshold.
9.11 dot point 3 says 45% threshold.
9.11 dot point 4 says 30% threshold.
9.2.2 3 says 30% threshold.
9.4 says 30% threshold.

So which is correct?
