What determines the location that the Shakturi will appear at?

What determines the location that the Shakturi will appear at?

Just curious if anyone knows how this is determined?

Feels random to me. I haven't played a Shakturi game in a long time though.

I've been reloading my game just before they appear a lot and they seem to be spawning in one of a few clustered systems all near each other. Never saw them spawn anywhere else and this was a massive sized game so I don't think its just coincidence.
