Factory Upgrade Problem?

Not sure if this a problem, or just a bunch of bad die rolls.....but I am on turn 9 with my game vs. Gunnulf (Server Game), and the P47D-5 factory has not yet upgraded, even though it is scheduled to upgrade to the D-15 model as soon as July, 1943. Also, the P-38G/H has an August upgrade to the J/L model, and this has not happened either. The P-51B-1 is scheduled in September to upgrade to the B-10; this has not happened either.

I have never seen this many models push back...is there a bug?

They likely have an end date set later than first date of upgrade thus they are produced until ther end date is reached and upgrade afterwards.
