Machine-guns against heavy armored cars

I'm playing the Volturno scenario designed by Big Yvan.

The british soldiers are facing some german Puma armored cars.
When a british tank tries to use its machine-guns against these buttoned vehicles, I get a message explaining that the tank cannot use the bow MG or coaxial MG against these too heavily armored vehicles when their crew is not exposed.

But the british infantry can use its MMG or LMG (or its rifle) against the buttoned Puma (and the Puma are not stacked with infantry in their hex). Should I not get a similar message preventing me from firing infantry against the armored cars ?
if the tank's machine-gun is ineffective, is not the infantry's machine-gun ineffective too ?

Machine guns implemented in the game were only designed to fire at soft target (personnel units) only and not against vehicles.

Thanks, I understand that there is a restriction, but machine-guns manned by infantry can be used against AFV. Is this a "bug" ? Should they not be restricted to infantry targets (as are restricted machine-guns carried by tanks) ?
