German combat losses shown only when loading saved game

In my Barbarossa campaign, I'm playing as the Allies. At the end of a turn, when I do not exit the game, I never see Axis combat losses.

But if I save and exit, and then load the single player game, I am always presented with a screen like this.

Is this WAD or a bug?
