Interdiction during rout phase

For some reason I am never able to interdict during an AI rout phase as I always am told no interdiction possible in current hex. As I have always figured the AI only routs where I can't interdict, I've not worried. However, is my game file corrupted perhaps? Is there a reason not to be able to use the highlighted squad to fire at the routing leader in the scenario below?

Routed unit using Low Crawl? In this case is not possible to have interdiction.

You can only interdict enemy personnel routing unit that is in open ground (meaning no terrain effect bonus), in clear LOS (including no hindrance from terrain, for details see Appendix C - Terrain Effect Chart), the unit has not been casualty reduced in the current Rout Segment and did not use low crawl movement.

the AI does the rout phase well , it`s not often you get a free shot at routing units

I personally don`t worry to much about interdiction , the opportunity just
doesn't present itself that often

The blue upper right corner indicates the wounded and broken German leader has routed using low crawl, so no interdiction is allowed. On the other hand, generally units using low crawl make excellent targets in the open in your next fire segment [:D].
