Staff report bug

I got this on the Nov 1st turn (I have save):

Hi rocketboy,

Did the 3rd PG HQ get killed off during the Soviet turn? It would have automatically reconstituted between turns but it looks like it may have been overrun at the time the report was compiled.

If it's possible could you check the history for that turn to see if it's the case, otherwise send me the save file and I'll take a look.

From what I can tell the HQ was not under attack the previous turn and wasn't reconstituted either. One turn after the posted screen shot the report bug looks the same. Where do I send?
