China Reversion Bug or my ignorance again?

I have retaken Sian from Japan hands with a nationalist unit. I thought that the city will be reversed to communist China at the end of the turn and so revive the communists bit it never happened. I have read the rules and it is not clear at least for me. Is this correc or is this a bug?. Thanks.

As I read the rules the Nationalists cannot revert a city to the ChiComms because:

1. Under 13.7.5 Reversion, you revert hexes to the major power that controlled them in 1939, but China is a single major power and thus cannot revert to itself. Where that rule refers to China, it is meant for other Allied majors that enter China and recapture cities therein. Plus all hexes that are not ChiComm occupied are de facto Nationalist controlled. The ChiComms start with some cities, but if they lose them, the only way they get them back is to enter them with a ChiComm unit.

2. Even if you could revert the hex, per 2.5 Control, it will immediately become Nationalist controlled by virtue of it being occupied by a Nationalist unit.

And realistically, the Nationalists would never have yielded control of a city back to the Chicomms. They were sworn enemies, both waiting for the Japanese to be disposed of so they could get at each others throats.

I have seen several games where the ChiComms lost all their cities and thus any remaining units they have are OoS and they have no hope of getting back in the game without an Allied major power (but not Nationalist China!) taking a Chinese city and reverting it to them per the Reversion rule.

This is not a bug.
