Player balance in std PBEM game

Is there any way to change the player balance in a standard PBEM game (wir 3.1 Possum 5) so that the Germans can recover from the 1941 blizzards or is the player balance set from teh beginning of the game?

As far as I know the balance cannot be changed during the game. Even if you change the setting in the opening screen the game will continue in the original setting once you have loaded the PBEM savegame.
