"Outstanding" Japanese Leader

In PacW ver3.2, Japanese leader looks too outstanding!

* 16 admirals was rated 9 navy , and Nimitz and Lee, the best allied admiral was 8

* 28 Japanese leaders's air rate is 9 and no allied,

* 45 Japanese Leaders's land rate is 9 and only R. Turner rated 9 in allied side.

I was shocked for it!

You're correct that all of the Japanese leaders combat skill ratings are overrated by 50% or more. The majority of them should be highly aggressive and largely untalented.
Show me a fellow who rejects statistical analysis a priori and I'll show you a fellow who has no knowledge of statistics.

Didn't we have this conversation already?

I'm guessing you're talking about obc41. The Japanese leader stats (among other things) were raised to make the AI harder in that scenario. If you look at obc_a or one of the other intended PBEM scenarios you'll see more balanced stats.
