Palembang oil issue

I think this is a bug, unless I miss something rules-wise on this.

Version 2.3.4

S/O'41 Japan DOW's CW. Japan Occupies all 4 NEI oil resources (had to fight for Palembang). Turn end oil re-org phase, the Borneo oil behaved normal (was able to use them to reorg what ever). The Palembang oil would only re-org HQ-Yamamoto (actually located in Palembang) and a zero FTR2 at sea in Bay of Bengal. Nothing else could/would be re-orged by the Palembang oil. I decided to only re-org HQ-Yam (4 oil points) with that oil (FTR2 in Bay of Bengal re-orged by other oil).

The other issue is that since I only spent .4 oil with one of the Palembang oil, that I should have 2 saved oil in Palembang (only one shows at turn end).

Am I missing something here?, or is this a bug x2?

Centuur, please...if you fix the oil (2 saved in Tokyo, subtract the 1 saved in Palembang) change that on the file fix you sent to Majorball68 concerning the Madagascar hex.
