Soviet upgrades

I'm not sure if this issue is by design or bug. I cannot upgrade Soviet shock Armies, Mechanized Corps, or Special Forces to Infantry level 3.

That's correct, as it's only their Corps and Armies that have lower stats than other countries, so the purpose of allowing them to research level 3 is to enable them to reach parity with everyone else who is at level 3 in these unit types.
