Are TOE upgrades manual or automatic?

Are TOE upgrades manual or automatic?

Do the TOE upgrade automatic or do need to upgrade them manually?

I am asking because the 16. Panzer Division does not upgrade in August from the 41 Panzerdivision template to the 41d template.

In the TOE upgrade menu in the lower right corner it says upgrade in 0 turns for several turns now.

It is automatic but not necessarily punctual. I know being a long way from supply delays it - experts here can probably give the full mechanics.

I have sent the 16. Panzer Division in a city away from the front and enemy units. It is well supplied and the rail network is not damaged.

Every turn that passed without upgrade increases your chances. Some units may look stubborn, but keep them on working rail and on refit, away from enemy, and they should finally upgrade. Or just ignore this and use them normally. They will eventually upgrade.
